Over-the-counter foam earplugs do reduce noise levels, but because they don’t fit the unique shape of the ear canal, they tend to shift around. Once an earplug has shifted slightly out of place, it no longer attenuates the same noise level as before. In addition, these store-bought earplugs don’t have filters to allow for communication. As a result, people tend to remove the earplugs when talking, thus exposing their ears to noise damage.
